Which helps you to quickly make sense of the policies that are proposed and implemented in Mauritius. Our leaders should obviously try to have most of theirs in cell 1 : those that are good for Mauritius and help make their re-election easier.

The selfless leader will not hesitate to execute policies in cell 2 : he might face electoral setbacks and even political death but his policies will be recognised when the dust settles.

In 1934 Dr. Seegobin started writing a series of articles on public health in Hindi Language. They were published serially in the Arya Vir that was edited by Pt. Cashinath Kistoe. The first instalment appeared on 3rd August 1934 and the last on 15th February 1935. There were twenty-two instalments in all, and the doctor had thrown light on twenty-five common ailments that had been affecting the life of the poor people in this Island. They were written in simple Hindi, meant to be read by people who were living in dire misery, without having access to medical facilities in cases of chronic diseases and in emergency cases. It is to be noted that most of the Indian workers living in rural areas could not utter a word in creole in those days. It is for them that Dr. Seegobin had written those articles.

(Dr. Jugroo Seegobin qualified as Medical Doctor from Paris University in 1926. He practised privately until 1936, when he joined Govt. service. He ascended to the post of superintendent in 1957 and retired as such in 1961.

Introduction
Agenda 21, an outcome of the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992, is an action plan of the United Nations related to sustainable development. One of the imperatives of Agenda 21, of which Mauritius is signatory, is the Environmental Assessment of all decision making pertaining to land use. Decision making in principle follows the 4 tiers approach – the 4 Ps : Policy, Plan, Programmes and Projects (Fig. 1) and at each level, decisions are subject to Environmental Assessment.

At which point can a fetus be considered to be a child? That's a question that's been asked over and over again not only since the recent move the government has made towards the legalization of abortion but all over the world, in every country where this issue has arisen. Some people believe that life begins at conception, some people believe that it's later, but as James Randi once said "No amount of belief makes something a fact." So, what exactly are the facts?

When our drama team from Lady Sushil Ramgoolam SSS was awarded the first prize in the National Urdu Drama Competition 2011 for its performance in Aah ki Goonj, none of us had expected that it would attract the attention of the Vice-Chancellor of Karachi University who was then visiting Mauritius.

In order to determine how Mauritius can position itself as a beacon of corporate governance and thus a financial bridge between east and west, we must first establish the yardstick used, and assess the country by it accordingly. The OECD says the following indicators are the four pillars for good corporate governance : Accountability ; Fairness ; Transparency and Independence. Does Mauritius have all these factors working in its favour ?

Many of our generation, when turning the pages of history, have the tendency to take for granted the way the destiny of Mauritius has unfolded since its independence in 1968. It was indeed a challenge and uneasy task for Sir Seewoosagur Ramgoolam (SSR) to forge ahead in a highly unconducive environment and chart out the way for modern Mauritius.

Hence, the implementation of the National Code of Corporate Governance, adopted in 2004, and the facilitation of doing business in Mauritius by the Government, has played a key role in the sustainable development of enterprises and the country and, in the end, has enhanced shareholder value as well as the inflow of Foreign Direct Investment (FDI) and national economic growth.

Mauritius has chosen as its economic model a version of the free market economy. The driving force of the model is investment by the Private Sector. Government sets the rules, provides the physical and social infrastructure and it is the private sector that creates wealth and employment. To obtain maximum dynamism, from the model, requires that savings are mobilized. These savings can be both at the individual level and at an institutional level, (pension funds, investment funds etc). A system of corporate governance is required to keep a balance between the interests of the outside investors (individuals and institutions), the entrepreneur (and his family) and the management. Furthermore, there are other stakeholders, employees, customers, suppliers, banks and society in general whose interests have to be taken into account, as does the sustainability of the business. Governance therefore has been an issue in Mauritius and elsewhere for many years. However, it was in 2001 that Sushil Kushiram, the then Minister of Finance, Economic Development and Financial Services, decided, that as part of the modernisation of the Mauritian Economy, it was time to create a legal and institutional framework that would give in Mauritius, an up to date and efficient system of governance.

President Obama and Secretary of State Hillary Rodham Clinton have made it a priority to reinvigorate America’s relationships around the world. They have been working hard to strengthen our existing partnerships and build new ones to meet shared challenges, from climate change to ending the threat of nuclear weapons to fighting disease and poverty. As the United States Embassy’s Charge d’Affaires to Mauritius, I’m proud to be part of this effort.

The Government is organising a teledon at the Municipality of Port Louis in favour of Somalian victims ; the Ministers’ Council has recently approved a 5 million-rupee contribution too.  As it has been in the past, some Rs 10 million will be collected and transferred to an account which is controlled by the President.

With the recent rise in the rate of crimes, the question as to whether death penalty should be introduced in combating crimes has resurfaced and not surprisingly, there are those who are for and against the introduction and implementation of death penalty.

For a number of politicians, people committing serious crimes do not have the right to live in this world whilst others want to introduce the death penalty which they themselves have not always believed in. But then who knows what politicians really believe in!

In the aftermath of Michaela Harte’s murder in January, quite a few people, knowing that I was Mauritian, came up to me to talk about it. Many of them have been on holidays with their families or on honeymoon. One consistent thing that came up in each and every conversation apart from the fact that they conceded that Mauritius was quite a safe country, was that they were appalled by the poverty that they had seen there. I thought to myself that those people were exaggerating. Sure, we do have poor people in Mauritius, but not to the extent that people should be appalled by it. However, having read an alarmingly increasing number of articles relating to poverty, I began to ask myself whether we see only what we want to see at home.

Democracy exists definitely, but to a very little extent. Unfortunately, people live under the illusion that they live in a really democratic country and enjoy its benefits.

My observation is that apart from free elections, which are not necessarily fair, most nations do not have a democratic system of government. The existing systems are only an eyewash.

   Several years ago, the General Conference of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) proclaimed 23rd August the International Day for the Remembrance of the Slave Trade and its Abolition. Over the past few years, this UNESCO International Day has been observed in Mauritius. It should be noted that 23rd August was chosen because on the night of 22nd August and the morning of 23rd August 1791, a major slave revolt broke out on the island of Santo Domingo (today Haiti and the Dominican Republic).

Coral reefs near Mauritius and elsewhere in the world continue to be stressed by rising water temperatures, overfishing and other factors, according to a new study by an international group of marine experts.

But long term prospects for the reefs around Mauritius are good, as long as they are properly managed and protected.

Always a strong promoter of Mauritian-made food products, Macquet currently uses Labourdonnais jams (he especially likes the litchi flavor) in dishes he prepares at his highly acclaimed New Orleans restaurant, Dominique's on Magazine. But his ambitions go much further.
