After over 30 years of pressing the British Government for the return of the Chagos Islands to Mauritius what are the chances and means of achieving this in the next few years? I will leave aside the international law aspects other than to comment that if Mauritius wins its case against the MPA at the international Arbitral Tribunal, established under UNCLOS, this will provide substantial pressure on the British Government. International law is a powerful pressure on states but it is not decisive – real politique, personalities and diplomacy also play a part.

President Obama has invited  all African leaders who have passed his merit test to travel to Washington next week to consolidate existing cooperation mechanisms like AGOA and chalk out new initiatives on socio economic and political issues before he leaves office in 2016.

The Prime Minister is among the selected leaders. It is a great honour for him and Mauritius. His participation, if judged outstanding at the end of the conference, will give a further boost to the image of our country.

According to information provided by the Honourable Anil Baichoo in Parliament, only one credible bidder, Afcons Infrastructure/SPCL, has submitted proposals for the Mauritius Light Rapid Transit (MLRT), commonly known as the Metro Leger, which, at a cost of over twenty two billion rupees, will be the most expensive project ever undertaken in Mauritius. For such a project, the tendering process will yield a satisfactory result only if there is competition among at least three bidding companies. Consequently, the Government should investigate why capable companies are not interested in bidding for the project, and then decide the way forward.

Mauritius has moved from a mono crop economy to a more diversified and industrialized economy in the 1980s’. However, industrialization was limited to low/medium tech industries such as textile and light engineering. At the beginning of this new century, the government of Mauritius invested in the ICT industry as a new pillar of its economy.  With the development of ICT maturing and now looking towards higher end BPO, Mauritius envisions moving further into the K-economy. For a firm anchorage into this innovation phase, Mauritius has to rely heavily on research and knowledge diffusion and production.  This was the rationale behind the setting up of the Centre for Biomedical and Biomaterials Research (CBBR). CBBR envisions to achieve a higher level of research development  and to enable a group of established researchers to pool under one roof to more efficiently engage in multi-disciplinary research which is difficult to put in place at the University on account of its organization into rigid structures. After sustained efforts explaining the bien fondé of such a centre, CBBR was finally established in May 2011. The Centre is a first of its kind in Mauritius and certainly the first time a Centre is created by academics and researchers (the traditional way in our developing countries is more of a top-down approach where Govt. decides on the creation of a Research Centre). Seed-money to kick-start the activities of the Centre was provided by the Ministry of Tertiary Education, Science, Research and Technology. The same year in Oct 2011 in Addis Abeba, CBBR was proclaimed ANDI Centre of Excellence after a thorough peer-review exercise, one of the 32 designated CoEs and the only one in the Indian Ocean.

Reported cases of spate of violence and gross indiscipline in our schools are creating grave concern amongst the population. This situation reminds the elder generation of the film ‘Graine de violence’ starred by Sydney Poiter in the 1960s. Various measures are being proposed ranging from strict disciplinary measures to video surveillance and posting of security guards on school premises or police patrolling at bus stations to address the urgency of the situation.

In 1993, I authored a book entitled "Multiculturalism in the 1990s. Policies, Practices and Implications".  Drawing from a number of case-studies, it argued that policies on multiculturalism have been introduced in order to eradicate ethnic conflict and social inequality.

May 1814, Reverend Jean Lebrun arrived in Mauritius at the age of twenty-five after completing his three-year training as a missionary at the London Missionary Society (LMS) Training Academy of Gosport, in the South of England. He had courses in theology and pedagogy, as the main motto of all missionary societies was “Preach and Teach “. He was lectured by Dr Bogue, an Edinburgh trained linguist, in Malagasy and was able to perfect his French. All missionary societies preferred the use of the mother tongue for evangelization work. Initially it seems that the LMS wanted Lebrun to practice in Madagascar.

In the case of Mauritius the power of the President to prorogue the House is derived from section 57 of the constitution and its effect is defined in section 9(2) of the Standing Orders of the National Assembly. It is to be noted that the President MAY, and not SHALL, on the advice of the Prime Minister, prorogue Parliament.

On the 12th May 2014, the Parliament of the Republic of Mauritius lived its 20th prorogation since independence. Much has been said lately about prorogation. This term is not a common one. Therefore it is understandable that the lay man finds it unintelligible and nebulous.

In fact ‘prorogation’, which is simply a parliamentary mechanism, terminates all business pending before the House until Parliament is summoned again. To fully understand the term prorogation, it is important to undertake a brief incursion in our parliamentary system.

I have recently come across an article concerning India about maintenance by one spouse or the other entitled “interesting trends in divorce matters”. In this article, the gist of the reasoning is as follows:
“In recent Indian divorce cases, courts, deviating from the norm, have been denying maintenance to the wife if she is capable of earning or was     earning in the past. There are also cases of the wife being asked to pay maintenance to the husband.”

This document calls for a reorientation of EE and introduces the principles of sustainability and the need to apply them to economic, social, cultural and environmental dimensions of human development.

We are honest and hard-working people who can give their lives for the betterment of our beloved country. Since the arrival of our ancestors from India, our grand parents and parents have been able to keep their cultural values lively.
