Further to the brilliant paper by Jean Marc Poché titled "L'éducation sésame du développement " that raises some very pertinent issues, I will like to add that we are being given an excellent opportunity for an overhaul of the whole education and training system. We should also be thinking about "formation" – capacity building that prepares our teachers and kids for the future – as voiced out by some eminent  educationists.

My dear Raj,
I am writing to you first as the Commandant who accompanied my students on their expedition to collect the used plastic bags left behind by hikers on the Piton de la Rivière Noire trail and then as the new Minister of Environment empowered to achieve extraordinary results.
I would like you to be more ambitious than what you proposed last week.

There is a tendency in academia to be ambivalent about the role and importance of democracy as a catalyst for development as the Asian Tigers and particularly China have enjoyed high growth and especially development either using one of the various forms of flawed democracy or without having any democracy at all.

A THESIS: While climbing at a fairly steep angle in attempting to over-fly a huge thundercloud ahead (for which the captain had already requested  permission) the Air Asia plane, flying from Surabaya to Singapore in the early morning of  28 December 2014, entered the thundercloud, which, unknown to the pilots and air controllers, may have contained carbon dioxide (and/or ash) originating from a small volcanic activity on one of the islands in the vicinity.

With Lee Kuan Yew integrity is everything. His view is that to prosper, Singapore has to be relevant to the world. We must be exceptional. He is a firm advocate of a fair and just society.

With Lee Kuan Yew integrity is everything. His view is that to prosper, Singapore has to be relevant to the world. We must be exceptional. He is a firm advocate of a fair and just society. Mr Lee believes deeply in the rule of law and the importance of institutions in creating a good society. But institutions are only as good as the people who run them. He listens and reads widely, but he does so like a detective, looking for and linking vital clues while discarding the irrelevant. His mental map is constantly being refreshed.

With the onset of summer, perpetual water supply shortages become more acute for many Mauritians. We have been suffering from this problem for the past thirty five years. The Central Water Authority (CWA) has been unable to improve its services and, as a result, Mauritians do not have a twenty four hours per day seven days a week water supply, which is a shame for a country aspiring to have a high income economy within the next ten years.

Mauritius will celebrate its 46th independance anniversary on 12th March tis year. This article starts with the 3rd Mauritius Constitutional Conference of 26th June to 7th July 1961 known as “The Mauritius Review Conference” and terminates with the grant of Independence on 12 March 1968. It is as usual based on declassified papers at the British National Archive (BNA) with a rational analysis of both events and evidence. History has an uncanny way of unfolding and this is apparent with the added benefit of hindsight. We will chapter the road to Independence by looking at the action of different protagonists. We will carefully look at role of, on one side, our colonial masters, British politicians in office and top Whitehall civil servants advising and assisting them and, on the other side, that of our colonial political leaders led by Sir Seewoosagur Ramgoolam (SSR) for independence and by Jules Koënig and Gaëtan Duval for integration with the United Kingdom.

Was at the new airport recently. Wow ! What an achievement ! This is the greatest and most sophisticated airport in the whole wide world. And I am basing this only on the departure area where I was making a drop off. I was so impressed I had to sit down for a while to take it all in. Better than Dubai and Singapore or Sydney or Heathrow. I mean I was really impressed. I even saw a big parcel on a trolley that remained unattended for at least 15 minutes. It was a really big parcel too. I thought it might be best to let security know. But how naive of me to be concerned.

At the pinnacle of its imperial power Great Britain had loaded up so much of gold in the Bank of England that the floor is jokingly said to have collapsed. The British Empire declined in importance and power gradually shifted to the US. The US collected its war debts and the gold was shipped to the US. In a few years the US had the world's largest stockpile of gold in Fort Knox, Kentucky. In 1948 US gold reserves had shot up to 22,000 tons.

Every year in December, water supply in several parts of the country is severely disrupted because, according to the CWA, rainfall is deficient. To address this problem, some people are proposing that desalination plants should be built and more rivers should be dammed to create new reservoirs. However, I am of the view that with the present number of reservoirs and boreholes under exploitation, water supply in Mauritius is sufficient to meet demand more economically.

Since the early days of the coming into operation, the contribution of the national airline in the socio-economic development of the country has been tremendous.
Of late the national airline like many other airlines in the world has been facing economic difficulties. Can the trend be overturned? With creativity and proactive policies for sure the airline can do much better. Part of the problem is that tourism authorities have not been acting holistically in trying to be innovative like South Korea, Thailand, Seychelles etc to get more tourists in the country.

No one can say that there is law and order in this country, except those with political blinkers will tell you so. Crime has become a fait-divers. Not a week goes by without our hearing the perpetration of a heinous crime.

No one can say that there is law and order in this country, except those with political blinkers will tell you so. Crime has become a fait-divers. Not a week goes by without our hearing the perpetration of a heinous crime. And they have the cheek to tell you that the rate of crime is on the downward trend! Nowadays people are butchered pitilessly and without the least scruples.  The consequences of their acts have become the least of their worries. Crime and violence have become daily occurrences.

Asian governments have become particularly enthralled with gross domestic product statistics for validation, becoming what Vishakha Desai, the president and chief executive of the Asia Society in New York, has called “G.D.P. junkies.” Bhanoji Rao, a visiting economics professor at the Lee Kuan Yew School of Public Policy in Singapore, and Andy Xie, a private economist in Shanghai, warn that even with greener development, the result may still be the same if the goal remains an American-style standard of living.

Our role model, Singapore, has launched a scholarship programme to develop a strong core of Singaporeans to anchor strategic sectors.

Our role model, Singapore, has launched a scholarship programme to develop a strong core of Singaporeans to anchor strategic sectors. But what is the preferred skill we look into a leader in the land that the Almighty copied to create paradise? His service to the country, his foremost moral values or his qualifications?  Certainly not. His ties with the powerful of the day and a proven ability to have bankrupted some sound businesses will go a long way in establishing him at the command of a government controlled entity.

In order to determine how Mauritius can position itself as a beacon of corporate governance and thus a financial bridge between east and west, we must first establish the yardstick used, and assess the country by it accordingly. The OECD says the following indicators are the four pillars for good corporate governance : Accountability ; Fairness ; Transparency and Independence. Does Mauritius have all these factors working in its favour ?

I recently received a hub request from a reader to write my next article in Le Mauricien on COURAGE. So, be it. I’ll be sharing a few experiences of my life. And it won’t be something from books or computer. If I do that, I’ll be cheating you and I’ll be like a gambler.

Courage… To me, courage is the ability to convert weakness into strength, obstacles into stepping stones, and disaster into thrive. If I’ve to put it in one line – courage is not the absence of fear ; it is the conquest of fear.
