Le style est inhabituellement accusateur pour un budget, avec des formules à fort impact, un langage de rupture morale et économique, et une volonté de disqualifier en bloc l’administration précédente. Il ne s’agit pas uniquement d’un débat de chiffres, mais d’une réécriture du récit politique où le budget devient un acte de réparation face à ce qui est présenté comme un quasi effondrement institutionnel.
Un “héritage catastrophique” et une “façade de mensonges”
- « Behind the façade mounted by the unethical and incompetent previous Government lie a shredded social fabric, perilous governance, cross-cutting institutional failures, a decaying democracy, public finances in a shambles, and an economy in dire straits. »
- « An unimaginable nightmare scenario that beggars belief. – Really “tout était possible ensemble pour eux.” »
La dette et le déficit dissimulés
- « They forecast a budget deficit of Rs 26.8 billion. This is now estimated at Rs 70 billion – an increase from 3.4 percent to 9.8 percent of GDP. »
- « They deliberately overestimated recurrent revenue […] to create a misleading impression that all was well – an act that was both reckless and deceitful. »
Le MIC qualifié de “désastre financier”
- « One of the most atrocious decisions of the previous Government was the setting up of the MIC under the pretext of supporting businesses in difficulty. However, it turned out to be a major financial disaster, fraught with fraudulent transactions. »
La CSG détournée de son objectif initial
- « The CSG funds have been used for all kinds of expenditure except what it was intended for, that is, the pension of the elderly. »

Clientélisme électoral assumé
- « The former Minister of Finance used CSG funds to finance various allowances for electoral purposes. » « Most of which he had already decided would end on 30 June 2025. » (sous-entendant une manœuvre électoraliste cynique)
“Les pyromanes qui se prétendent pompiers”
- « Some of those who have actually dilapidated the public finances – “les pyromanes qui se prétendent pompiers” – have the audacity to unashamedly assert that there is ample money in the Government’s account. Si le ridicule pouvait tuer ! »
Un État naufragé
