Construire un “fly over” de 320 mètres de long au rond-point du Quai D. C’est le projet actuellement à l’étude à la Road Development Authority (RDA) en vue de décongestionner la circulation routière pour que les véhicules puissent avoir accès assez facilement au centre de Port-Louis. En prélude de la construction de cet autopont, une visite guidée sur les lieux est prévue le 19 mars à l’intention des compagnies souhaitant participer à un exercice d’appel d’offres international. La visite débutera à côté d’ABC Motors Ltd.
La construction cet autopont fait suite à une étude entreprise par la RDA. Pour décongestionner Port-Louis, cette étude avait indiqué qu’il fallait construction deux “fly overs”, soit à la rue Deschartes et au rond-point du Quai D.
« The other foremost key objective of government is to improve traffic flow along M2 motorway and at Quay D roundabout with overall benefits in terms of decrease in travel time for road users and reduced congestion for incoming traffic in Port-Louis region, elimination of bottlenecks along B30, Military Road, increasing the traffic carrying capacity towards Port- Louis and the surrounding regions and improve road safety whilst boosting socio-economic development within Port Louis City », note un document relatif à ce projet.
Pour réaliser ce projet, la RDA se propose de demander au constructeur d’avoir recours à une étude géotechnique en vue de vérifier la qualité du sol à cet endroit. Il est aussi prévu d’avoir recours à un certificat “Environment Impact Assessment” (EIA) si le besoin se fait sentir. La construction de ce “fly over” entraînera dans son sillage l’agrandissement du pont Latanier et le déplacement des réseaux d’eau et de l’électricité.

Le projet de construction de cet autopont fait partie d’un plan global pour redévelopper l’Immigration Square afin de dynamiser les activités commerciales avec l’arrivée du métro. Le projet nécessitera aussi la réhabilitation du poste de police de Trou-Fanfaron qui fait partie des bâtiments historiques tombant sous la National Heritage Fund Act.
« Interface works with Immigration Square Urban Terminal (ISUT) Project Government intends to redevelop the Immigration Square at Port-Louis to link the activities of commerce to the bus station and the forthcoming Metro Express station while acting as a modern and attractive connector to the Waterfront. The listed Trou Fanfaron Police station which is a listed building under the National Heritage Fund Act and will therefore have to be rehabilitated in line with provisions of the Act and integrated in the overall end result. An overhead pedestrian overpass over M1 Motorway, connecting the Immigration Square to the planned Metro Express station on the other side of the motorway to facilitate movement of passengers and public will have to be constructed », note ce même.
Les compagnies qui souhaitent participer à ce projet ont jusqu’au lundi 19 avril pour soumettre leurs offres. Les soumissionnaires doivent prévoir un Bid Security de Rs 3,5 millions pour accompagner leurs projets. Ceux qui participeront à cet exercice devraient avoir déjà réalisé des projets semblables d’un montant de Rs 200 millions environ ces dix dernières années.
