COMMONWEALTH : Veda Baloomoody élu trésorier de la CAPAC

Le député du MMM Veda Baloomoody, qui a succédé à Alan Ganoo aux fonctions de président du Public Accounts Committee, a été élu aux fonctions de trésorier de la Commonwealth Association of Public Accounts Committees (CAPAC). Cette élection a eu lieu en marge du 5e Westminster Workshop dont le thème était « Effective, Independent & Transparent PACs » qui s’est tenu à Malte.
La CAPAC est une organisation du Commonwealth ayant pour but de soutenir le travail des PAC des pays membres dans la promotion de la bonne gouvernance. Il doit également assurer la mise oeuvre des principes définis par les chefs d’État du Commonwealth concernant le rôle du parlement dans la protection des intérêts des citoyens et pour assurer l’intégrité du Parlement. Ces objectifs ont été réaffirmés lors d’une réunion de la CAPAC en janvier. Il avait été alors décidé que « the association’s aim is to ensure that all Commonwealth countries benefit from strong and independent public accounts or equivalent committees to sustain and promote the highest principles of public finance ».
Le nouveau comité exécutif de la CAPAC est composé comme suit : président : Tonio Fenech (Malte) ; vice-président : Alice Alaso Asianut MP (Ouganda) ; trésorier : Vedasingam Baloomoody (Maurice). Kwaku Agyemang-Manu MP (Ghana), Chernor Bah MP (Sierra Leone), Sir John Hickey MP (Papouasie Nouvelle Guinée), Tissa Karaliyadda (Sri Lanka), Dale Marshall (Barbade), Nicolaas Smit MP (Namibie), Sahibzada Nazeer Sultan MNA (Pakistan) et Adan Keynan Wehliye (Kenya) siègent comme membres.
Les attributions du comité exécutif s’établissent comme suit : « Making the case for the independence of Commonwealth PACs, and for implementation of all appropriate PAC recommendations, as key components of good governance ; defining, publishing and promoting standards of good practice, in line with Commonwealth principles, to assist CAPAC Member Committees in being effective, transparent and independent ; providing training to support CAPAC Member Committees in improving their performance ; acting as a clearing house of valuable information on matters pertaining to PACs ; this will include information about current practices in various legislatures : carrying out peer reviews as a platform for both exchange of information and benchmarking ; engaging in proactive and effective relationships with key stakeholders, including regional PAC organisations and the Conference of Commonwealth Auditor-Generals, strengthening the capacity of small states’ PACs ».
