RECONNAISSANCE DES NOUVELLES FÉDÉRATIONS: Nouvelle embrouille entre PRB et Ritoo

Les relations entre le ministre de la Jeunesse et des Sports et le Leader de l’Opposition ne s’améliorent pas. C’est le moins qu’on puisse dire après que Paul Bérenger s’en est encore pris à Devanand Ritoo, une fois que ce dernier ait donné sa réponse à la question du député Franco Quirin, son ministère avait fait des demandes de reconnaissance pour des nouvelles fédérations. Dans sa réponse, le ministre a expliqué que dans l’esprit de la feuille de route du Comité International Olympique (CIO) il a donné une reconnaissance totale aux fédérations d’escrime et de hockey. «Une des recommandations du CIO était de régler une fois pour toutes la question des fédérations fictives après la visite des émissaires des fédérations internationales. Après que j’ai été saitsfait qu’elles remplissent les conditions du Sports Act, l’application pour l’escrime et le hockey was cleared le 14 mars et le 17 mars 2014 respectivement», a indiqué le ministre dans sa réponse.
Dérogation d’une année
Devanand Ritoo devait aussi souligner dans sa réponse initiale que les conditions à être respectées par ces fédérations sont (a) avoir une activité réelle, spécifique et on going, (b) être affiliée avec leur fédération internationale et avoir obtenu un enregistrement du Registrar of Association, (c) avoir le soutien administratif et technique et (d) avoir une structure d’entraînement. «Les deux fédérations ont satisfait ces conditions, sauf qu’elles opèrent dans deux régions seulement avec un club dans chaque région. J’ai pris en considération la spécificité de ces deux fédérations j’ai usé de mon pouvoir discrétionnaire sous le Sports Act pour permettre à ces deux fédérations d’agir  pour une année. Ces deux fédérations doivent développer leur sport dans d’autres régions et augmenter leur nombre de clubs. La situation sera revue dans une année», a précisé le ministre. Dans la foulée, ce dernier a précisé qu’il a donné une reconnaissance provisoire au Brezilian Jiu Jitshu Federation and The Gymnastics Fédération depuis le 28 novembre 2013 et le 17 mars 2014 respectivement. Le ministre devait aussi dire que son ministère a reçu des demandes de reconnaissance pour 12 autres sports à savoir le Canoë-Kayak, le rowing, netball, paintball, sambo, speedminton, roller sport, Muay Thai, Ring Ball, Traditional Jiu Jitsu, Shotokan et Waterski.
Bérenger: The hon. Minister told us that two so-called federations have obtained their full-fledged registration because he has used his prerogatives and then there are two others who have obtained provisional and so on. Can I know whether these four or two out of four will vote in the next elections for the National Olympic Committee and whether all this saga is not to truquer les élections à venir to protect some petits copains?
Ritoo: In fact, if these federations comply with the Sports Act, have been given recognition, then the Olympic Committee will have to go through the General Assembly. If the members agree that the federations comply, then they will be allowed to vote.
Quirin: Selon le Sports Act qui a été débattu longuement en décembre dernier, la section 11 (4) (a) stipule que toute nouvelle fédération doit d’abord obtenir un Provisional Certificate of Recognition avant d’avoir une full recognition. Le ministre, de ce fait, M. le président, peut-il nous dire si cette procédure a été suivie en ce qui concerne les fédérations de hockey et d’escrime?
Ritoo: In fact, provisional recognition is granted when the new federation has not yet been registered with the Registrar of Associations and has not yet been affiliated with its relevant international federation. In the case of hockey and fencing both had their International Federation (IFR) Recognition and were registered with the Registrar of Associations. Furthermore, these two applications had to be addressed in the light of the feuille de route
Bhagwan: The Minister informed the House with regard to his previous prise de position, but what he has done, what approval he has given using his discretion, is in contradiction with what he said himself about fictitious conditions. So, can the Minister inform the House and the sports population that all this has been done purposely in connection with the election of the Comité National Olympique ?
Ritoo: In fact, we had to attend to the Sports Act as per the feuille de route where it was clearly indicated that I had to prepare the new Sports Act and, at the same time, the International Olympic Committee agreed to give an extension up to 31st December, provided that the imposed conditions, that is, trancher définitivement les désaccords autour de l’existence réelle ou non des cinq fédérations. So, they sent their international representatives together with the officers of the Ministry. They had working sessions and the federations complied with the Act.
Quirin: Si j’ai bien compris l’honorable ministre, et ce qui est totalement contraire à ce qui est stipulé dans le Sports Act, il paraît, d’après l’honorable ministre, que ces deux fédérations, avant même d’obtenir un Provisional Certificate of Recognition ont bénéficié de l’enregistrement au niveau du Registrar , ce qui est contraire au Sports Act!
Ritoo: I think it is a bit difficult for me to give the whole explanation regarding hockey and fencing. But I will briefly go through it. They were already registered with the Registrar of Associations since 5th  February 2008 and 09 May 2012 respectively. They were recognised by my Ministry, as they did not apply for such recognition.
They were not recognised. It is only at the beginning of this year that their applications for recognition were received at my Ministry. But, again, I say that they were already registered since 2008 and 2012. After examination of the applications, I was satisfied that both federations were involved in a real, specific and ongoing sport , and were compliant with the provision of the Sports Act, except that they were not operating in the required number of sports regions
Dans la foulée le ministre a été incapable de donner la composition du bureau des fédérations d’escrime et de hockey, mais a précisé que c’est Aarti Gulrajani Descann qui est présidente de la première nommée et que Geetanjali Mawa est la présidente du hockey.
