La création de nouveaux postes au sein de la fonction publique dans le cadre de la préparation du budget 2020-2021 est remise en question dans une circulaire émise le 5 mars à l’intention des Supervising Officers des ministères, départements et de l’Island Chief Executive.
Selon le Secretary of Public Service (SPS), Swaminathan Ragen, les propositions, qui feront partie des Human Resource (HR) Proposals Budget 2020-2021, devraient en général ne pas prévoir la création de nouveaux postes à moins que ceux-ci aient été approuvés préalablement par le gouvernement.
En sus de cela, leurs propositions doivent prendre en compte les paramètres du ministère des Finances dans une circulaire émise le 2 mars avec des coupes budgétaires de 10%.
« HR proposals should be made taking into consideration the contents of Circular No.2 of 2020, issued by the Ministry of Finance, Economic Planning and Development (MOFEPD) on Monday 02 March 2020. In view of the forthcoming publication of the Pay Research Bureau (PRB) Report 2021, the HR Proposals for the next financial year should, as a general rule, not include request for creation of new posts, unless already approved by the Government. As regards proposals for the creation of additional posts in existing structures, these should be examined critically before they are forwarded to the HR Proposals Committee with strong justifications », écrit le SPS dans la circulaire.
Aussi, il devait souligner que les HR Proposals doivent être conformes à leurs Ministry’s/Department’s Strategic Direction and Key Actions for Financial Year 2020-2021. Il devait aussi faire ressortir que ces derniers doivent indiquer ce qu’il est advenu des funded vacancies qui n’ont pas encore été remplis. Et attirer l’attention sur le fait que les fonds ne seront pas automatiquement alloués aux postes restés vacants.
« Your attention is also drawn to the fact that funds will not be automatically carried over to the next financial year in respect of unfilled funded vacancies, for which no concrete action has been initiated by your ministry, at the time of Human Resource Proposals Exercise for the next financial year. The need to fill such vacancies and their continued relevance to the Ministry’s/Department’s objectives and strategies has to be reassessed. »
Le SPS souligne aussi que les corps para-étatiques, les collectivités locales ainsi que la Rodrigues Regional Assembly doivent suivre les dispositions de cette circulaire. Toutes les propositions des Supervising Officers doivent être soumises au plus tard le 3 avril prochain.
