Electoral Reform Proposals for Rodrigues by PRSD Reinforce Rodrigues’ rightful political Representation

Historical Context: Supreme Court Case by Clément Roussety
In the 1960s, Clément Roussety, a prominent political figure from Rodrigues, challenged the legality of the general elections of 1959 and 1963 at the Supreme Court of Mauritius. His case argued that the 1958 proclamation of electoral boundaries illegally omitted Rodrigues, even though the legal definition of the “colony” (Mauritius and dependencies) included the island.
This exclusion effectively denied Rodriguans the right to vote in these elections. The case established that Rodrigues should be included in the electoral system and that excluding its residents was unconstitutional. As a result of these legal and constitutional developments, Rodrigues was recognized as an electoral constituency, allowing its residents to participate in Mauritius’ national elections for the first time in 1967.
It is important to note that this case was not about individual eligibility today but was a foundational constitutional action ensuring electoral rights for all Rodriguans.
Lancaster House Constitutional Conference, 1965
The Lancaster House Constitutional Conference in London addressed representation and voting rights for Rodrigues as part of the negotiations leading up to Mauritius’ independence. Key principles established during this conference included:
• Rodrigues would be explicitly represented in the Legislative Assembly.
• Electoral boundaries and allocation of seats would take Rodrigues into account, unlike previous arrangements.
Following these discussions, the Banwell Commission was tasked with establishing an electoral system aligned with these principles. Its recommendations ensured that Rodrigues would have dedicated electoral seats.
Current Proposals for Electoral Reform in Rodrigues
In line with historical commitments and to strengthen democratic representation, the following proposals are recommended:
• Minister for Rodrigues: To be appointed by the President upon the recommendation of the Prime Minister, selected from candidates elected in the 21st constituency.
• Representation in the National Assembly: Three candidates returned from the 21st constituency, ensuring equal treatment compared to other constituencies and providing more proponents to participate in national lawmaking processes affecting Rodrigues.
• Strengthening Voter Confidence: Measures must be taken so that electors are convinced their votes genuinely count.
These reforms aim to reinforce Rodrigues’ rightful political representation and ensure that the island’s voices are fully integrated into Mauritius’ national decision-making process.
