Le PM : « This is yet another example of cronies of the previous government benefitting from contracts awarded by public bodies »
L’Economic Development Board (EDB) a payé un montant de Rs 104,9 millions en terme de loyer et Rs 7,2 millions en frais de syndic à PSH Investment Ltd, pour la location d’espaces bureau et de parking, au 7 Exchange Square Building, à Ébène. Cet immeuble, appartenant à Avinash Gopee, proche du MSM, avait été retenu lors de l’appel d’offres avant même sa construction.
Le député de Grand-Baie/Poudre d’Or, Nitish Beejan, a interpellé le Premier ministre, Navin Ramgoolam, sur le transfert du quartier général de l’Economic Development Board, de Port-Louis à Ébène. « This is yet another example of cronies of the previous government benefitting from contracts awarded by public bodies », s’est-il empressé à ce chapitere.
Il a indiqué que depuis décembre 2022, l’Economic Development Board a son quartier général au No 7 Exchange Square Building, à Ébène. Un exercice d’appel d’offres avait été lancé en octobre 2018 avant la construction de ce bâtiment. Tous les autres soumissionnaires, avaient été déclarés Non-Responsive, à l’exception de PSH Investment Limited, appartenant à Avinash Gopee, proche du MSM.
L’EDB a donc signé un contrat avec cette compagnie pour la location de 5 000 mètres carrés de bureau et 130 espaces de stationnement. Selon le contrat, le bâtiment devait être livré en décembre 2020 et la location payable à partir de février 2021. Cependant, ce n’est qu’en octobre 2022, soit deux ans plus tard, que le bâtiment a été complété. Le 30 mai 2024, l’EDB a signé un nouveau contrat de location avec PSH Investment Limited pour 170 mètres carrés supplémentaires au rez-de-chaussée et deux espaces de stationnement.
De décembre 2022 à ce jour, l’EDB a payé Rs 104,9 millions en termes de location à PSH Investment Ltd. Une somme de Rs 7,2 millions en frais de syndic a également été payée pour cette période.
Le Premier ministre s’est ensuite attardé sur les principales conditions la location, à savoir
« the minimum lease period for the first lease agreement is 10 years and for the second lease agreement, it is 8 years and 6 months;
« the monthly rental is Rs 625, exclusive of VAT, per square meter for the first lease agreement and Rs 1,147 per square meter for the second lease agreement;
as from December 2027, the rental must be reviewed after every 2 years based on the increase in the Consumer Price Index;
« up to November 2027, the contract may be terminated by giving 4 months’ notice, but the EDB must pay the rental from the date of cancellation up to the expiry of the initial lease period; and
« after November 2027, the contract may be terminated by giving 4 months’ notice. EDB is not required to pay any further rental. »
