La 20e édition de l’Exercise Cutlass Express, parrainée par l’U.S. Africa Command (AFRICOM) et conduite par les U.S. Naval Forces Africa, a été officiellement lancée aux Seychelles durant la semaine par le commandant David Caffrey, Executive Officer du Naval Reserve Component de la NAVAF et par le Lieutenant Colonel Jean Attala, Commandant de la Seychelles Coast Guard. La formation durera 11 jours. 90 officiers mauriciens de la National Coast Guard (NCG) et de la Visit Board Search and Seizure (VBSS) Team participeront cette année à la formation aux Seychelles, à Bahreïn et au Kenya.
L’Exercise Cutlass Express est le plus grand exercice de formation dispensée par AFRICOM dans l’océan Indien et qui réunit à la fois les U.S. forces et ses partenaires régionaux pour un partage d’expertise et de connaissances. Créé pour améliorer la coopération régionale en soutien au Djibouti Code of Conduct, l’Exercise Cutlass Express a aussi pour objectifs d’améliorer la connaissance du secteur maritime ; le partage d’informations entre Maritime Operation Centers ; les interdictions maritimes ; le respect des lois mises en place; d’améliorer les capacités d’interdiction d’activités maritimes illicites, et de consolider la sécurité dans la région.
« The solution to transnational threats is multinational cooperation. And that is exactly what I see before me today, several nations and organizations gathered in a common cause. I am proud to be a part of this collaborative exercise. The effort and teamwork we will see on display the next two weeks is a testament to the professionalism and dedication of our forces », déclarait le Commandant David Caffrey, lors du lancement.
Le Lieutenant commandant Matthew Kohlmann, de l’Office of Security Cooperation Chief à l’ambassade américaine, avançait, lui, que « this year, Cutlass Express will be combined with U.S. Central Command’s International Maritime Exercise (IMX) and will comprise 33 partner nations. We are extremely excited to be bringing together so many partner nations to practice operations that will contribute to the safeguarding of the waters of the Western Indian Ocean. Each participating nation has worked hard during the planning stages for this exercise, and now we get to see all this hard work pay off. The global maritime domains will be the direct beneficiaries of these efforts. »
Dans la région de l’Afrique de l’Est, 14 pays participeront à l’Exercise Cutlass Express 2022, dont les Seychelles, les Comores, l’Inde, Kenya, Madagascar, le Mozambique, la Tanzanie, le Royaume-Uni, les États-Unis et l’île Maurice. Le Rwanda et le Soudan participeront pour la première fois, cette année. Une partie des participants mauriciens iront aux Seychelles la semaine prochaine à bord du MCGS Barracuda et du NCG Dornier. Le Deputy Commissioner of Police mauricien, M. Rassen, commandant de la Mauritius National Coast Guard, et le Captain Vipin Gupta participeront, eux, au Senior Leadership Seminar à Bahrain.
Pour l’inspecteur R. Cassy, Staff Officer de la NCG, « as maritime threats affect all countries and in view of the vastness of the seas to be policed, Mauritius has always believed in a collaborative and cooperative approach. This multilateral exercise will enhance our endeavors towards maritime security through cooperation with friendly countries. The National Coast Guard, by deploying its sea and air assets during the exercise, will be able to further its efficiency and operational synergy by sharing best naval practices and experiences with all participating countries. »
