Veiller à ce que le site d’enfouissement de déchets solides de Roche-Bois opère convenablement durant la période festive. C’est l’objectif fixé par le ministère de l’Environnement à travers un appel d’offres qui a été lancé le 4 septembre. Il s’agit, en fait, du transfert d’au moins 375 tonnes de déchets par jour de Roche-Bois au site d’enfouissement technique de Mare-Chicose. Le ministère de l’Environnement pense que ce projet est nécessaire en prélude des festivités marquant la fin de l’année.
« The Transfer Station is expected to receive 300-325 Tons of wastes per day from the catchment area, reaching up to a peak of 375 Tons, during end and start of year (months of December to February) and festive periods. Bidder should then deploy additional truck trailers and loaders at no additional cost to the Employer, to prevent accumulation of wastes at the Transfer Station », souligne le document d’appel d’offres.
Cependant, ce même document précise que la compagnie qui décrochera le contrat doit nécessairement faire prévoir un plan d’urgence en cas d’incendie : « An Emergency Preparedness Response Plan which shall cater for emergency situations including fire outbreak on site. As part of the plan, the bidder shall submit an undertaking that a minimum of the following will be provided on site: 20 Tons of soil/rocksand stacked in a dedicated bay in the compound of the Transfer Station to combat fire, water tanker of 20m3 capacity should be mobilized to combat fire within 30 minutes of outbreak of fire. Any alternative arrangement by the bidder shall be detailed, water hydrants and fire extinguishers to be kept in good working condition, conduction of fire drill once yearly. »
Ce même document rappelle que la Roche Bois Transfer Station ne s’occupe pas uniquement des déchets de la capitale mais également ceux du district de Pamplemousses.
« Roche-Bois Transfer Station is located in the district of Port-Louis. The catchment area of Roche-Bois Transfer Station includes the District Council of Pamplemousses and Municipal Council of Port Louis. (…). With a view to promoting recovery of resources from wastes, the contractor will have to operate a Civic Amenity Centre. The contractor will be required to divert the recyclables entering the Transfer Station in different bays and containers of the Civic Amenity Centre and will also have to actively participate in the retrieval of recyclables from the waste mass. »
Le ministère de l’Environnement a déjà quantifié le pourcentage de déchets provenant de différents secteurs. C’est plus particulièrement les déchets ménagers qui caracolent en tête du classement.
« Municipal Solid Wastes comprise the following: Paper 10%, Plastics 9%, Kitchen wastes 45%, Yard waste 25%, Textile wastes 4%, Glass 3%, Metal 2%, other 2%. The above data represent the best information available at the Public Body and these do not expressly or implicitly represent the composition of wastes being currently received by the Transfer Station. »
Il est à noter que le site d’enfouissement technique de Mare-Chicose est actuellement géré par le partenariat Sotravic Ltée/Encotech Ltd. Les compagnies qui souhaitent participer à l’exercice d’appel offres ont jusqu’au 20 octobre prochain pour soumettre leurs offres.
