Pour la période du 1er novembre 2021 au 30 octobre 2022 : La STC importera 560 000 tonnes métriques de carburant

La State Trading Corporation (STC) a signifié son intention d’importer environ 560 000 tonnes métriques de carburant pour la période s’étendant du 1er novembre 2021 au 30 octobre 2022. Il s’agit de l’importation de 200 000 tonnes métriques d’essence sans plomb, de 220 000 tonnes métriques de gasoil, de 90 000 tonnes métriques de carburant pour avion, et de 50 000 tonnes métriques de carburant pour bateau.

La STC envisage aussi d’importer d’autres catégories de produits pétroliers tombant dans la catégorie de B. Fuel oil (huile lourde). Soit 44 000 tonnes métriques de HSFO 180 CST Catalytic Craked, 115 000 tonnes métriques de HSFO 180 CST Straight Run et de 130 000 tonnes de HSFO 180 CST Straight Run.

Pour veiller à ce que la qualité des produits pétroliers réponde aux spécificités recommandées à diverses étapes, la STC envisage de faire appel également aux services d’une firme pour le Cargo Surveying Services (CSS) concernant les produits pétroliers qu’elle compte importer. Ladite firme doit sauvegarder les intérêts de la STC.

« The CSC shall perform the services and carry out their obligations with all due diligence, efficiency, and economy, in accordance with generally accepted professional techniques and practices, and shall observe sound management practices, and employ appropriate advanced technology and safe methods. The CSC shall always act in respect of any matter relating to this Contract or to the services, as faithful advisers to STC, and shall at all times support and safeguard the STC’s legitimate interests in any dealings with suppliers of cargo or Third Parties. The CSC shall at all times observe the prevailing COVID-19 Protocols. The survey report which is to be submitted within 6 days following completion of discharge for each consignment will be final and binding upon Supplier with regard to quality and quantity of products received », souligne un document officiel.

Le même document accorde aussi une attention particulière à tout litige qui pourrait surgir autour de ce contrat d’importation. Il exige que tout litige soit réglé à Maurice : « Any dispute arising out of or in connection with this Contract, including any question regarding its existence, validity or termination, shall be referred to and finally resolved by arbitration. The Parties to the dispute shall jointly appoint an arbitrator and in the absence of an agreement, an arbitrator shall be appointed by the Judge in Chambers of the Supreme Court of Mauritius. The arbitral proceedings shall be conducted in Mauritius as per the Law of the Republic of Mauritius. » Le contrat qui sera signé par la STC et ladite firme sera d’une année.
