– Action disciplinaire à l’encontre de ceux qui ne portent pas l’uniforme, prévient le Secretary for Public Service
Une allocation d’uniforme située dans la fourchette de Rs 5 450 à Rs 5 910 sera accordée aux fonctionnaires pour la période s’étendant de janvier à décembre 2021. Ainsi en a décidé le Standing Committee on Uniforms qui a eu lieu le 12 novembre. Plusieurs catégories de fonctionnaires sont concernées par cette décision. Parmi, on compte les chauffeurs, Store Attendants, Trademen, General Workers, gardiens de forêts, Caretakers, Handyworkers, Tradesman, etc.
Il a été décidé, lors de la réunion, que cette allocation sera remise aux fonctionnaires sous la forme de “cash allowance”. Celle-ci est cependant exclusivement réservée aux fonctionnaires qui sont éligibles pour cette allocation. Trois catégories de fonctionnaires sont concernées par celle-ci. D’abord, une allocation de Rs 5 910 sera payée aux fonctionnaires dont la nature de travail nécessite qu’ils soient identifiés. Ensuite, une allocation de Rs 5 595 sera payée aux fonctionnaires dont le travail nécessite le port d’uniformes de temps en temps. Et enfin, une “rapid wear and tear allowance” sera octroyée aux fonctionnaires dont les vêtements sont abîmés par la nature de leur travail.
Dans une circulaire émise, jeudi, le Secretary for Public Service, Swaminathan Ragan, prévient : ceux qui ne portent pas l’uniforme lors de l’exercice de leurs fonctions seront passibles d’actions disciplinaires allant jusqu’à l’arrêt de paiement de cette allocation. « The attention of officers should be drawn to the fact that failure on their part to wear uniforms/protective clothing/equipment on duty may lead to disciplinary action and the stoppage of the uniform allowance as specified at paragraph 3.6.5 (2) and 3.7.4 of the Human Management Manual », souligne le Secretary for Public Service. De ce fait, les fonctionnaires des catégories I et II doivent signer un document disant qu’ils s’engagent à respecter la règle du port d’uniforme.
« Eligible officers under Category I and II should be requested to sign an undertaking to wear the uniforms while on duty/whenever required, in accordance with pro-forma Annex A, prior to payment of the uniform allowance. An undertaking for the wearing of protective clothing/equipment should also be signed by the eligible officers per proforma Annex B », écrit Swaminathan Ragan. Il demande ainsi aux Supervising Officers de mettre en avant la circulaire dans les ministères, départements et dans les corps para-étatiques. « Supervising Officers are invited to bring the contents of this circular letter to the attention of the officers of their ministries/Departments, all Heads of Parastatal and Statutories Bodies falling under the aegis of their respective ministries/Departments for timely action », insiste Swaminathan Ragan.
Le président de la Federation of Parastatal Bodies and Other Unions, Deepak Benydin, accueille favorablement l’allocation d’uniforme aux employés des corps para-étatiques. Le président de la Federation of Civil Service and Other Unions, Narendranath Gopee, accueille également favorablement la décision d’accorder une allocation d’uniforme aux fonctionnaires. Au fait, selon lui, cette décision fait suite à une recommandation du Pay Research Bureau.
