La State and Other Employees Federation (SOEF) s’élève contre les dépenses de plus de Rs 4 millions encourues par le Central Electricity Board (CEB) pour l’organisation d’une fête de fin d’année pour ses 1 800 employés. Dans une lettre adressée au ministre de l’Énergie, Joe Lesjongard, le président de la SOEF, Radhakrishna Sadien, soutient ainsi que ces dépenses vont à l’encontre de la circulaire datée du 25 novembre 2020 émanant du bureau de la Fonction publique, laquelle interdit l’organisation de fêtes de fin d’année avec les fonds publics,
« Despite your circular dated 24 Nov 2020 Ref CF/MF/222(T) which stipulates that Ministries/Departments Government-owned companies may consider organising end of year get-together by using funds from the following sources only namely : (a) funds provided by your Ministry under item 21111.200; Staff Welfare of each Ministry where applicable; (b) funds raised by Staff Welfare Association through monthly contribution or other activities and; (c) personal contribution from staff, the CEB which is a parastatal body owned by the Government and operating under the aegis of the Ministry of Energy and Public Utilities, has organised an End of Year Get-Together for year 2020 costing more than 4 million rupees for 1800 persons who attended same (Statement of the Minister of Energy and Public Utilities in the National Assembly on Tuesday 6th April 2021) », écrit ainsi le président de la SOEF.
Le directeur de l’Audit avait, dans son dernier rapport, attiré l’attention sur les organismes qui refusent d’obtempérer aux directives, surtout lorsqu’il s’agit de limiter les dépenses publiques. Dans ce contexte, la SOEF demande au ministère de l’Énergie d’ouvrir une enquête approfondie sur ces dépenses. « It is in this context that the State and Other Employees Federation is requesting your Ministry, which is responsible for public finances, to carry out an indepth enquiry in the above case and also among the institutions referred to in your circular regarding the organisation of the end of year get-together for 2020 », insiste le syndicaliste.
Le président de la SEOF se dit d’accord avec le fait qu’un “Get-Together” est « important » afin de renforcer l’esprit d’équipe, mais toujours est-il, dit-il, que le CEB n’a pas suivi les directives. Il souhaite dans ce contexte que toutes les institutions publiques soient traitées sur un même pied d’égalité. « Apart from the issue of compliance and governance, the Federation would like all officers to be treated in the same manner irrespective of institutions they come from. Hoping that my letter will meet your kind consideration and awaiting a reply from you », conclut-il dans sa lettre.
