PEI-STATE HOUSE SAGA – COMMISSION CAUNHYE : Ameenah Gurib-Fakim, maillon fort d’Alvaro Sobrinho

Ameenah Gurib-Fakim avait plaidé pour l’intervention de SAJ au sujet des demandes d’affaires logées par Sobrinho à Maurice

L’ancienne présidente avait sollicité SAJ, alors PM, pour faire annuler le transfert de Dass Appadu de la State House

L’ex-présidente de la République, Ameenah Gurib-Fakim, avait sollicité les interventions de sir Anerood Jugnauth le 27 octobre 2016 au sujet de demandes, notamment celle de l’Investment Banking Licence faite par Alvaro Sobrinho à Maurice, et pour tenter d’empêcher le transfert de son secrétaire à la présidence, Dass Appadu, du Réduit. Ces interventions, par voie de correspondances officielles, signées par l’ancienne locataire du Château du Réduit, ont été produites par Pratima Soorawon, une Office Management Assistant à la State House, devant la Commission d’enquête, présidée par le juge Asraf Caunhye.

L’Office Management Assistant à la State House a déballé les nombreuses correspondances officielles se trouvant au “Registry”  de la State House, dont les plus pertinentes ont révélé les sollicitations d’Ameenah Gurib-Fakim à sir Anerood pour lui demander de « look into the matter » en ce qui concerne les “applications” faites par le clan Sobrinho au niveau des services financiers, notamment l’Investment Banking Licence mais aussi l’obtention d’un permis pour l’acquisition d’un terrain de même qu’une “Banking Licence”. Dans la lettre envoyée au Premier ministre (sir Anerood Jugnauth à ce moment-là), elle précise : « The company is also proposing to acquire about 4 500 m2 of land in the Ebene area at the cost of USD 1,3M (Rs 46 M) for the purpose of constructing a new seven-storey building to accommodate its headquarters and various services, as well as an incubator for start-ups in science and technology. »

Et d’ajouter : « It is worth noted that the ASA Group of companies has already been previously investigated by the Financial Services Commission, the Barclays Bank International as well as the Board Of Investment… » Ameenah Gurib-Fakim avait également annexé des documents relatifs aux affaires de Sobrinho à Maurice, notamment les licences obtenues de la FSC, dont : 1) ASA Asset Management GBL Licence (Cat1); 2) ASA Asset Management – CIS Manager Licence; 3) ASA Asset Management – Investment Advisor (Unrestricted); 4) ASA Fund GBL Licence (Cat 1); et 5) PASET Fund GBL Licence (Cat 1). Figuraient également les Tax Residence Certificate octroyés par la Mauritius Revenue Authority et une Trade Licence de la municipalité de Beau-Bassin/ Rose-Hill.

Contre le transfert de Dass Appadu

Pratima Soorawon a aussi révélé que l’ancienne présidente avait exprimé son mécontentement à sir Anerood au sujet du transfert au ministère de la Fonction publique de son Permanent Secretary, Dass Appadu. « Currently he is involved in many projects at the State House for which his presence is highly desirable and essential. He is involved in the renovation of the Chateau and administrative lot, the upgrading of the grounds at the State House, the PHD program launched in collaboration with the Planet Earth Institute (PEI) which is going to benefit some 10 mauritian students. The above project is my personal initiative and PEI has already committed a sum of USD 1 M for the 10 mauritian student who are about to be placed in universities in South Africa.

Furthermore he is engaged in another project which seeks to build the capacity of over 10 000 eligible students in Africa over the next ten years the cost of which if being funded by PEI and other philantrophs. In the light of the above, I am afraid Rt Hon Prime Minister, that I cannot entertain any change of posting of my Secretary at this stage. I find such an impulsive move totally unacceptable and therefore a deliberate attempt to undermine the status of my Office and my integrity as Head of State. In the circumstance I request that the proposed transfer of Mr Appadu be quashed immediately through your intervention and that he be allowed to continue to remain at my Office till the end of my mandate », avait écrit Ameenah Gurib-Fakim.

De sources bien informées, on apprend que sir Anerood n’avait pas répondu à cette requête officielle de la présidente mais que la question allait être soulevée lors d’une rencontre entre eux deux. Selon nos sources, on apprend que le Premier ministre d’alors avait fait comprendre à Ameenah Gurib-Fakim que le Conseil des ministres était d’avis que « Dass Appadu was wrongly advising her ». La reprise des auditions de la Commission Caunhye est prévue pour le jeudi 15.
