Un sentiment de frustration de plus en plus profond se dégage au sein du secteur public par rapport à la perception à la Public Service Commission (PSC), à la Disciplined Forces Service Commission (DFSC) et à la Local Government Service Commision (LGSC). Devant cet état de choses, le président de la Fédération des Syndficats du Secteur Public (FSSP), Rashid Imrith, propose l’institution d’un comité indépendant en vue de revoir la situation et proposer des solutions pour redresser la barre. C’est ce qu’il réclame dans une correspondance officielle au Secretary to Cabinet et chef du service civil en cette période du 50e anniversaire de l’indépendance de Maurice.
Rashid Imrith fait ressortir que ce comité, présidé par un juge de la Cour suprême, avec deux assesseurs, dont un syndicaliste du secteur public, devra avoir au moins deux attributions majeures, à savoir :
« look into the weaknesses of the Public Service Commission, Disciplined Forces Service Commission and the Local Government Service Commission and to make recommendations to reinstate the Credibility of the Commissions as trustworthy Institutions, and
« look into the terms of reference of the Public Bodies Appeal Tribunal and to make recommendations to improve its effectiveness in its service not only to employees of the Public Service but also to all citizens with the natural and legitimate aspiration to join and serve in the Public Service. »
Justifiant sa démarche, le président de la FSSP affirme que, « unfortunately, the credibility of the Public Service Commission, the Disciplined Forces Service Commission and that of the Local Government Service Commission as trustworthy and reliable Institutions, has gone on regressing with time. » Il ajoute avec force que « the general perception that all the three Commissions are not fair and equal and are politically biased in their recruitments and appointments is taking more and more profound anchorage. »
Le syndicaliste prend à témoin le nombre d’appels logés au Public Bodies Appeal Tribunal contre des nominations approuvées par la PSC, tout en regrettant que le tribunal n’a droit que de se prononcer sur des cas de promotion. « It is a fact that only appeal against promotional appointments are entertained before the Public Bodies Appeal Tribunal. Had it been possible to contest : recruitments made by the Public Service Commission and the Local Government Service Commission, and recruitments and promotion made by the Disciplined Forces Service Commission, each and every recruitment and promotion in the Public Service would have definitely been challenged before the Public Bodies Appeal Tribunal », dit-il.
La FSSP dénonce l’opacité dans laquelle opèrent la PSC, la DFSC et la LGSC, en soulignant que, « moreover, in view of their constitutional independence all the commissions elect to operate in complete opacity to better hide tainted recruitments and appointments in the Public Sector. » Rashid Imrith ne manque pas de faire état des candidats, qui bénéficient de promotion sur la base de faux certificats, ou qui sont encore inéligibles, sans compter le recrutement d’un candidat non qualifié au sein de la force policière.
Les examens organisés sous l’égide de la PSC ne sont pas exempts de reproches car, « representations further to the written examination conducted by the Public Service Commission on Saturday 03 February, 2018, in view of its ongoing exercise to fill vacancies for the post of Office Management Assistant reveals shortcomings in the setting of the examination paper that have deprived candidates of a fair and equitable chance at the examination. »
Rashid Imrith souligne l’urgence de revoir la stucture de la PSC, car les délais pour remplir des postes vacants, comme dans l’Administration, l’Éducation et la Santé pourraient s’avérer critiques pour la qualité du service. En conclusion, il s’appesantit sur le fait que « the setting up of the independent committee would allow a profound analysis and consideration of, and consistent solutions to a national deterrent that is mining the overall effectiveness of the Public Service. »
