L’intervention de Reza Uteem dans le cadre des débats sur le Central Procurement Authority Bill dans la soirée d’hier a été marquée par de vifs accrochages avec le Speaker, Sooroojdev Phoeer.
Alors que Reza Uteem, qui est le président du Public Accounts Committee, déplorait le fait que 40 % des Statutory Bodies n’avaient pas encore soumis leurs rapports financiers, il a été interrompu par le Speaker, lui rappelant que « we are debating this bill. Now you are making an assessment. You are the chairman of the PAC. Yes you have a report yourself. The committee made a press conference, now the population is listening to the Procurement Authority Bill and nothing from you?”
Uteem : Mr the Speaker , a section of the bill….
Speaker : You can continue if you want but it is outside the debate…
Uteem : Section forty of the bill says that “ the auditor of the Authority shall mention in his annual report whether the provisions of this Part have been complied with” . Est-ce que je ne peux rien dire sur ce ministère ?
Speaker : Listen, if you have anything to say about the bill say it now.
Uteem: 40 per cent of Statutory Bodies have not submitted their return.
Speaker. So many whatever bodies have not submitted their returns. Now we are talking of this bill.
Uteem : This is precisely, Mr the Speaker, 40 per cent of Statutory Bodies don’t submit their accounts. What guarantee do we have that this Central Procurement Authority will give its account?
Speaker : Continue.
Uteem: This is the bill, don’t interrupt me.

Le député du MMM poursuivra: « On prend l’argent public et on le gaspille. Vous prenez les pouvoirs des fonctionnaires qui sont recrutés par la PSC pour le donner à une autorité dont les membres will be handpicked par le Premier ministre. Son directeur général sera nommé par le Premier ministre. Ses salaires seront décidés par le Premier ministre comme le directeur de l’ICAC. This is ok. Rs 2 Billion without the oversight of the PAC.
