Il est reproché à l’ex-ministre d’avoir « being an agent of the government, wilfully and unlawfully commit an arbitrary act prejudicial to section 16(2) and (3) of the Constitution of Mauritius ». Les “particulars” logées contre Showkutally Soodhun se lisent comme suit : « During a meeting held in the Board of the Ministry of Housing and Lands on the 17 Jult 2017, the said Honorable Showkutally Soodhun gave an undertaking to a group of persons, known as Regroupman de Bassin, that the NHDC houses in their locality would be allocated to persons in a discrimina- tory manner. »
