The tragic passing of a young student from Queen Elizabeth College (QEC), who had so much to look forward to, has re-ignited the debate over teenage suicide in particular.  Much has been written about the causes of teenage suicide but it begs to be asked about the measures that are being taken to counter it in Mauritius. Mental health still remains a stigmatised issue here, which might be an underlying reason why many are reluctant to knock at the doors of psychological assistance. Our teenagers going through the daunting phase of adolescence can find it incredibly difficult to cope with the pressures of carving an identity of their own, studies, family expectations and emotional havoc that this entails.

On December 10th 2014, I went to the polls to elect my country’s representatives, those persons who would stand for us at the general assembly. Those who will be our voices.
Amongst those representatives, we Mauritian elected you. Little did I know at that time that I would be writing to you today. But drastic times call for drastic measures.

By the definition that we give to politics in Mauritius, I speak from a non-political position, away from the pettiness of partisan politics. By the Greek meaning of politics, then my every word is deeply political as it is seeped with a concern that the management of the city has to be geared towards the well being of ALL its inhabitants. Smart Mauritius is at the moment a concept that is generating fiery debate, and it should because it raises matters of ownership (land, public money, infrastructure, economic and political power, our future).

Introduction
The Truth and Justice Commission submitted its six volume report (four in hard copy and two in soft copy) to the President of the Republic of Mauritius on the 25 November 2011 , containing, amongst other things, some three hundred recommendations. Since then until December 2014, the previous government set up a few committees with the declared intention to study the report and either to study further the land issue and to make recommendations thereof or to allegedly make a selection of the recommendations contained therein with a view to implement them. Now in the year 2015, we have never been informed of any serious feedback from these committees, in which a political party currently in government was closely involved. It appears, in the end, that the setting up of those committees was an eyewash.

L’Australien n’a pas tardé à tester la double piste du Champ de Mars mardi matin. Il sera en compétition dès samedi.

This article, on the eve of the Maharashtra Day and Shivaji Day, aims at prompting some serious reflection on the context of the arrival of some of our ancestors from Bombay, especially those who came soon after the Indian Mutiny of 1857 (sometimes referred to as the first Indian war of independence). It also attempts to highlight the link between the political conditions in the Bombay Presidency and the increase in the number of immigrants during that period.

A simple life pleasure of mine consists in going to the Vacoas market, one of the biggest and most popular markets in Mauritius.  Market days are held twice a week, namely on Tuesdays and Fridays.

Feasting my eyes on the colourful fruits and vegetables, having a whiff of the delicate scents of fine herbs, bustling about choosing the fresh delicacies, my senses are aroused and I am in a different world.  But STOP! Shock horror! That fantasy has been shattered by the government in place! There will be no market day on Friday, 1st May 2015!

The frequent periods of heavy rainfalls that have followed the December General Elections, coming after the pre-electoral periods of lack of rainfal, have brought into focus the inconveniences of either too much or too little rainfall. To most people no rain means no water in the tap and too much rain means floods, landslides, and other inconveniences, including no water in the tap as the citizens of Port-Louis know too well; they are then told that because of the heavy rain the river water has become muddy and cannot be allowed to go through the filter beds. We put all the blame on the rain and accept all the inconveniences as a fatality ; we are not told that floods and landslides are the results of the interaction between land and water and that although we cannot control rain, the nature of the land on which the rain  falls is very much affected by human  activities. It is important that we understand the interaction between land and water so that we can be aware of how our actions can result in inconvenient or even disastrous events. The study of the movement of water on land is called  hydrology ; let us see briefly some basic hydrological processes that take place when rain falls.

We in Mauritius, however, far from the madding crowd of neo-capitalist societies in Europe, Asia or America, we are not absent invitees at the table of market dynamics involving their fair share of visual advertising. From mainstream diffusers such as press adverts, billboards, posters, flyers, to the digital platform of Facebook or LinkedIn, every marketing media has developed towards a denser form of visual advertising during the last decades in Mauritius.

When Sir Anerood Jugnauth announced the formation of his new government in December last, he displayed his lifelong experience of government business by consolidating existing Ministries through the addition of relevant portfolios, namely Innovation, Ocean Economy and National Emergency and also by creating a new Ministry responsible for Financial Services, Good Governance and Institutional Reforms.

Collectif Société Civile,  through the Civil Society Forum organized on the 10th April 2015,  launched a constructive debate on Social Economy,  focusing on  Solidarity Economics : A Gateway for Sustainable Integration of Vulnerable Groups.  In French the concept is coined as Economie Solidaire et Inclusive;  a powerful tool to fight poverty and rising inequality, and contributor to economic growth.  Mauritius, as a Small Island Developing State (SIDS) has much to benefit and share through a well structured and integrated social economy

Agenda 21, an outcome of the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992, is an action plan of the United Nations related to sustainable development and good spatial planning, the English translation for ‘Aménagement du territoire’. Two imperatives of Agenda 21, of which Mauritius is signatory are that:

The Minister has stated that this is a “No Tax Budget” and truly we can say that this budget is rather generous. Any budget putting people and the planet before profi ts would look signifi cantly different and “safe” to the largely austere budget we have seen, or rather forced down out throat, in the last few years. Vishnu Lutchmeenaraidoo as Finance Minister has always had some regard for the expatriates.
When he was Finance Minister in the 1980s, Vishnu Lutchmeenaraidoo introduced the External Account Scheme for expatriates offering them a higher rate of interest (of about 13%, I believe).

We will get our history in perspective at two levels, Mauritian and international. First, colonialism in Mauritius did not come from the outside. It was built in the very fabric of Mauritian society. We are all descendants of immigrants, willing or unwilling.
