RÉFORME ÉLECTORALE: Rezistans & Alternativ invité à commenter la position du GM

En attendant la publication du Consultation Paper (livre blanc) sur la réforme électorale, annoncé par le Premier ministre, Navin Ramgoolam, Rezistans & Alternativ a été invité formellement à commenter les propositions du gouvernement à cet effet. Dans une communication officielle adressée par le secrétariat du haut-commissariat des Nations unies pour les Droits de l’Homme aux conseils légaux de Rezistans & Alternativ, Me Rex Stephen, un délai expirant le 8 avril a été imposé en vue de communiquer ces observations. D’autre part, au nom de la transparence, les animateurs de Rezistans & Alternativ ont rendu publics à la mi-journée les détails de la communication du gouvernement à cette instance des Nations unies en date du 27 février.
« Any comments which you may wish to make on the State party’s submission should reach the committee in care of the Office of the High Commissioner for Human Rights, United Nations at Geneva, not later than 8 April 2013 », écrit Ibrahim Salama, directeur de la Human Rights and Treaties Division. Rezistans & Alternativ compte prendre avantage de cette nouvelle possibilité pour maintenir “live” les débats politiques sur la réforme électorale jusqu’à la présentation du Constitutional Amendment Bill.
L’engagement pris par le gouvernement auprès des Nations unies en termes de réforme électorale se lit comme suit : « Government intends therafter to publish, in the course of this year, a Consultation Paper that will set out various options for reform and critical elements of such a reform, and to invite public views as those options. Government expects that the debate promoted by the Consultation Paper will lead to broad consensus on the essential ingredients of a new electoral system which may secure the required majority of votes in the National Assembly, in order to move forward with necessary amendments to the Constitution. »
Dans cette communication, le gouvernement confirme également son souhait de ne pas réintroduire l’appartenance communale lors des recensements de la population pour justifier le système de Best Loser. « Government considers that it would not be advisable to make piecemeal amendments to the Constitution, pending the holistic reform of the electoral system, in order to remove reference to the 1972 census in the First Schedule to the Constitution. It is also considered likely that the resumption of gathering of ethnic data would not achieve the necessary broad consensus in Mauritius and would be perceived as contrary to the objective of building a truly Mauritian Nation », soutient formellement le gouvernement.
